The main problem is that no one really knows for sure whether these steps are taken in sequence. There is little to no transparency. There are procedures, but we can not guarantee that they are followed.
To answer your second part. No, I don't believe there are any standard updates that indicate this, but I could be wrong. I think that there is an update if you clear it, but not if you are stuck in it. Make sense? Mainstream media seem to be cautious about these issues as it may work against their self interests.

When shastras were written, it was estimated that the world population is 32 million (I think its 8 million) or whatever that number is. Like when you say Namsate, it means "the God in me Salutes the God in you". As per shastras, god exists in every human being. So thats why that million number. It doesn't mean that there are 30 million gods, which is the litteral meaning of the text. Writings from olden times is just someone's interpertation of what they "understood" about God. Its NOT the final word. Human understanding of the nature and our surroundings have gotten better over thousands of years. Just like, we know how to cook food instead of eating raw meat. Wouldn't it make sense for the religions to EVOLVE, as we learn new things? But the "protector of religion" wants us to continue to live at the knowledge level of humans who existed thousands of years back, its just like asking us to eat raw meat. Will you eat raw meat just because our ansestors used to eat raw meat. If not, then why follow the same believes, haven't we learned anything new about God in the last thousand years. We all must be really poor intellectually to not leanr anything more about our creator in last thousand years. Maybe we should pity ourselves and get back to following the our same old religion.

USCIS will go according to the ND. They will not follow PD. PD is used only to make the application eligible for adjudication or to apply for AOS. One filed, it is the application ND that takes priority. For example, if there are two EB2 applications, and the PD for the two are Aug 2002 and Aug 2004, and the ND for these two are June 2006 and Jan 2006 respectively, the applicaiton with ND of Jan 2006 gets priority, provided both PD are current.

Roy is the ninth Indian-American in the last 13 years, a run that began when Nupur Lala captured the crown in 1999 and was later featured in the documentary "Spellbound."

I have sent letters and contacted my congressman so many times that i am beinging to doubt that they even care. The staff understands the issue, provide sympathetic answers, but overall there is little progress. Everyone agrees that this bill is good and non controvertial.
I sent 5 letters, to congressman, senators and Mr. President also. (over reaction, isn't it?%$)

But one thin I enjoy is problem solving and this is one of the hardest out there as it is dynamic.
With Eb3 India the Horizontal spillover methodology kills most hope as there is the large Eb2 India backlog. In 2007(I think) the vertical spillover methodology was followed and Eb3 India got 17000 or so visa numbers. So with Horizontal spillover and no number increase I am sorry to say movement is limited.

TSC approving old PD I140 first and that is suffient for demand supply ratio. no approval possible with PD'2005 EB2 cases for contries like India.

My current H1 is expiring soon. My 3 year H1 extension is pending. I had receipt notice but NJ DMV at Wayne refused to accept that. My current License is valid only till the middle of the next month.
Any body in the same boat? What shall I do?
I was in the same situation, waiting for my L1 extension to come through and license was to expire on Aug 30th, went to 2 DMV's in different counties both had a different reason to say NO!!! One thing they had in common was that they need a letter from employer and also that they need the original receipt notice applied for the extension, I took them to a different DMV in Bergen county (one of the adjacent counties to mine) and had to speak to the supervisor who was a little confused and i told her that my cousin got his DL extended for 8 months while his visa extn was pending then looked up something okayed the extn...man it was terrible time running around...some of the DMV's were so bad the supervisors were out right rude did not even want to refer to their logs or whatever, well there is a provision for DL's to be extended for 8 months or 240 days while visa extn is pending, so try talking to superviosrs at DMV. Good luck...

As far as I know, GA doesn't have any restrictions (in addition to Federal restrictions already in place) preventing non-citizens from buying firearms. But you can check with the State police. Go to the State police website, get the general information contact phone number, or if there is one for firearms, call that one. State that you are a legal immigrant living in the US, and ask if GA has any laws preventing you from buying a firearm.
When you have your answer for GA, read the ATF pamphlet that A. Patel has attached in this thread, and once you have met all the requirements listed there, take that to your local gun dealer, show it to them (they usually aren't very familiar with non-citizen, especially non resident alien, firearm laws), and make your purchase.
If you aren't familiar with firearms, find a local public range that rents weapons, there should be tons of those in Georgia, go there, try out a few, get comfortable, read up on firearm safety, do some research online on what could suit your needs, and then get one.
Good luck.
Oh, and when you do get a gun, do your part in ensuring that your children and their children continue to enjoy this freedom, by joining the NRA.
